Special Service for Speech and Hearing Impaired
Speech and Hearing Impaired customers of DTC are able to call anyone at any telephone number in New York State.
The New York Relay Service relays calls between a person using a TDD (telecommunications device for the deaf) and anyone they wish to communicate with. The service also works in reverse, allowing a person with a telephone to call a TDD user. Specifically trained personnel are available 24 hours a day, seven days a week, to relay calls. There is no extra charge to use this service.
Long Distance or locally charged calls placed through the New York Relay Service will be billed at the rates of the long distance carrier of choice. Toll free 800 numbers are available to use the service or to obtain additional information.

Local do-not-call list
If you don’t want to receive sales calls from the DTC, you can ask us to place your telephone number on our local “Do Not Call” list. In compliance with federal and state laws, upon your request, we’ll make a record in our files that you contacted us and we will immediately add your number to our local “Do Not Call” list. You’ll remain on our “Do Not Call” list for five years, unless you ask to be removed.

Special Consumer protections
If you are 62 years of age or older, blind, hearing/speech impaired or medically impaired, we can provide you with special protections regarding your telephone service. Because telephone service is essential to you, we can take extra precautions to ensure that your service does not get interrupted. We will make every effort to avoid interrupting your service because of non-payment and we will take extra steps to restore your service rapidly in the event of a major service outage. In addition to these precautions, we will be able to better assist you with other programs and services designed specifically to meet your needs. To do this we need to identify all the customers within our service territory who are eligible and desire the special protections. If you feel you are eligible, please contact the Business Office to enroll.
Telecommunications Service Priority Program
The Telecommunications Service Priority (TSP) Program is a Federal Program used to identify and prioritize telecommunications services that support National Security and Emergency Preparedness (NS/EP) missions. NS/EP services are defined as those telecommunications services that are used to maintain a state of readiness or respond to and manage any event or crisis which causes or could cause injury or harm to the population, damage or loss to property, or degrades or threatens the NS/EP posture of the United States. TSP status provides eligible end-users with restoration and/or provisioning priority after a service outage or to institute service.
Those customers that believe they are eligible to receive TSP priority status must request this status from the National Communications System (NCS) Office of Priority Telecommunications (OPT). The contact information for the NCS is as follows:

Blocking Service
DTC offers Call Blocking Service. This service allows the customer to block 900 calls from being made from their number. There is no monthly fee for this service. There is no installation fee. If you have questions or you wish to have this service on your line please call the Business Office at 746-1500.
Relay Service
The New York Relay Service allows TTY users and non-TTY users to communicate. Special operators called communications assistants translate and relay conversations confidentially.
- There is no extra charge for this service
- Talk as long as you like and be billed the same as a direct dialed call
- The Relay Center operates 24 hours a day, 7 days a week.
- Calls can be relayed from any location in New York State to anywhere in the continental United States.
- You may request that your long distance company be used when placing long distance calls.

Charges For 900 Calls
For billing disputes or inquires, please call 607-746-1500. You have 60 days from the date of this bill to dispute a billing error. You have the right to withhold payment of the disputed charges during the billing error review. After investigation if it is determined that the disputed charges are legitimate, the information provider may proceed with outside collections against your account. Your local and long distance service cannot be disconnected for non-payment of 900 charges. Failure to pay legitimate 900 charges may result in involuntary blocking of your access to 900 services. Voluntary blocking of access to 900 services is available upon request to DTC. You should not be billed for any pay-per call services not offered in compliance with federal laws and regulations. The listed consumer rights are provided under the Federal Telephone Disclosure and Dispute Resolution Act. If you orally communicate an allegation of a billing error by calling 607-746-1500, it will be considered sufficient notification of a billing error.

Telemarketing
A national Do-Not-Call Registry has been established to address unwelcome telemarketing calls. The registry applies to all telemarketers with the exception of businesses with which you have an existing relationship and certain non-profit and political organizations. Commercial telemarketers are not allowed to call you if your number is listed on the registry.
Consumers may register their residential telephone number(s) on the national Do-Not-Call Registry at no cost, either by telephone or via the internet.

Inclusion of your telephone number on the national Do-Not-Call Registry will be effective three months following your registration. Your number will remain on the registry for five years, at which time you may re-enter your number on the list. You may remove your number at any time.
